She started her career in the telecommunication industry, then specialised in GSM-R prior to moving to the Spanish Infrastructure Manager to work together with the signalling department in the start of service of ETCS Level 1 and Level 2 lines.

Bernd Holfeld

Lead FRMCS Testing and Prototyping, Digitale Schiene Deutschland / DB Netz AG

Bernd Holfeld joined DB Netz AG in 2019. He is leading the testing and prototyping activities for FRMCS and 5G connectivity in DB’s Digital Rail program “Digitale Schiene Deutschland”. Bernd holds a degree in communications engineering from Technische Universität Dresden, Germany, and has more than 15 years experience in mobile communications research, standardization and project management. He has been involved in several national and European research projects on 4G and 5G mobile communications. Currently, he is leading the work package on field implementation in the H2020 project 5GRAIL and co-leading the Franco-German innovation project 5G-RACOM.

Bogdan Burdulean

Bogdan Burdulean is a Chartered Engineer acting as a Principal Engineer for NetworkRail UK, leading on assurance and standards for Rail Telecommunications projects, after a long career started as a Project Manager for Railways and Public, Transport around the world. Currently he is member of the UIC FRMCS Functional Working Group and a part of the UIC core team supporting the first FRMCS prototyping and testing project 5GRail. In the context of the innovation project Shift2Rail he lead the Telecommunication team who prepared the testing track fitted with GSM-R/5G/4G/3G/2G/Wi-Fi, in order to test the Adaptable Communication System as a Multibearer for Moving Blog and Train Integrity Applications, in the ETCS environment for the X2R5 Technical Demonstrator.

Camille Dierick

Manager Radio & GSM-R, Infrabel

Camille Dierick began her career at Infrabel in 2017 and specialized in railway communication technologies. She began as a radio network planner and was involved in the design of the Belgian GSM-R network, mainly for the deployment and homologation of ETCS level 2 projects. She later took the lead on the GSM-R network maintenance and infrastructure team. In 2022, she became the manager of the Radio & GSM-R department, where she actively contributes to the global GSM-R strategy and particularly to the migration to FRMCS.

Dan Mandoc

Head of FRMCS, UIC

Dan works for UIC, being responsible with the coordination of the UIC FRMCS overall activities. Dan worked in the past also for Network Rail, as Professional Head- Telecoms. Dan previously worked for UIC between 2006 and 2014, coordinating or being part of the EIRENE versions publication, introduction of GPRS for ETCS, interference solution development, creation and put on track of the UIC ENIR and NMG working groups and the initiation of UIC FRMCS project. Between 2010 and 2013 Dan has been the ERIG Chairman.

Emanuele Di Liberto

Emanuele Di Liberto is responsible for the Global Railway Presales in Nokia, in charge of all business development, presales and delivery operations for both Main Line and Mass Transit operators. Prior to that, he has been leading the FRMCS Task Force in Nokia as well as coordinating the Business Development activities for Nokia in the Global Enterprise Business Unit with a specific focus on the Transportation domain. Throughout his career, he has been consistently involved in subject matters relevant to mission critical communication networks, especially for the railway and aviation industry, where he has developed over the years a deep knowledge of market dynamics and customer needs. He has been keynote speaker at several industry conferences on subjects as Next Generation Radio, Cyber-Security and Internet of Things applies to the transportation segment. Prior to his currently role, Emanuele has been leading R&D operations focused on developing new applications specifically aimed to global enterprise and Public-Sector customers. Currently based out of Rome, Italy, he has served in several senior international assignments within Alcatel, Alcatel-Lucent, and Nokia across Europe and in functions such as Presales and Project Delivery. Emanuele holds a Master Degree in Telecommunication Engineering, with a specialization in microwave transmission and physics.

Eric Giraud-Desjuzeur

Eric GIRAUD-DESJUZEUR began his career in 1988 in Spie Group dealing with refurbishment of power plants in Asia in the Middle East and Africa. He moved to the railway business ten years later for Siemens to work as project manager for proposals and projects of automatic metro and tramway (Singapore Circle Line, Extension of Paris metro line 14, Algiers Tramway...). In 2007, he joined the SNCF group as project director of CDG Express and RER B north modernization. In November 2016, he moves at the head of the GSM-R network at SNCF Réseau, and in 2020 at the head of the FRMCS program.

Erik van Bommel

ICT architect, FRMCS FWG chair, GSM-R expert, Prorail/UIC

Erik started his railway career in electrical maintenance of rolling stock. Here he gained knowledge about the operation railway processes. He studied electrical engineering and started his office career at the data and telecoms provider for the infrastructure manager of Dutch railways where his focus was on mobile communications. He started working in GSM-R spring 2001 shortly after ProRail finalised the tender for the country wide GSM-R network. He was responsible for the design and testing of the GSM-R network. Meanwhile Erik got involved in the standardisation work of EIRENE within UIC. He joined the OG group, which later merged into OFG. Shortly after the start of the FRMCS project he joined the functional working group (FWG) while not much later he promoted to the role of chair. Erik is an expert in GSM-R and has a lot of knowledge of the railway operation processes which he uses in his work for the functional specification of the global railway needs for FRMCS

François Davenne

Director General, UIC

François DAVENNE, a graduate of the Ecole Nationale Supérieure des Télécommunications d’Evry in 1988 and of the Ecole Nationale d’Administration (ENA) in 1999, has always promoted interdisciplinarity as a key factor for success. After experience in international satellite telecommunications, his first assignments were in the housing sector and required strong financial and legal skills. He was involved in policy and regulation of the sector, and managed key operational programmes, in particular for the city of Paris. After three years in the French Ministry of Transport working on railway safety and regulations, with the emphasis on European regulations, he was elected Secretary General of OTIF in 2012, where, since 1 January 2013, he has promoted interdisciplinarity and partnership building to expand the uniform regulations for international carriage by rail. Currently Deputy Director General of UIC, he will become Director General of the worldwide railway organisation end of June 2019.

Giorgio Travaini

Executive Director a.i., Europe’s Rail JU

Giorgio Travaini as Shift2Rail Head of Research & Innovation is responsible for coordination of the JU’s programme with a view to ensuring that the activities contribute to the fulfilment of the objectives of the S2R Master Plan. Prior to this posting, Giorgio Travaini was Senior Corporate advisor at UNIFE – the association of the European rail industry – advising the General Director on strategic topics, and liaising with the Shift2Rail Founding Members. He had been coordinating since 2010 the preparation phase of Shift2Rail, that lead to the JU regulation proposals of the European Commission. Since 2007, Giorgio Travaini was responsible as Senior Technical Manager for the supervision and coordination of more than 30 successfully EU-funded research projects, the UNIFE dedicated team and technical committees. He had also been significantly involved in ERRAC – the European Technology Platform for Rail Research – where he covered the secretary role. Giorgio Travaini holds an Engineering Degree (Polytechnic of Turin) and a Master Degree in public affairs (London South Bank University).

Guillaume Gach

FRMCS Design Authority, UIC

Guillaume Gach is an engineer graduated from the National Institute of Applied Sciences (INSA) in computer sciences. Before joining UIC in 2020, he was a digital technology senior advisor at SYSTRA in the application of advanced Information and Communication Technologies (ICT) to transport with key expertise in connectivity. Within UIC, he is member of the Rail System department and holds various positions including FRMCS Design Authority and Project Manager of Artificial Intelligence for Predictive Maintenance. As FRMCS Design Authority, he is chairing the FRMCS Architecture & Technology working group in charge of the FRMCS System Requirements Specification. He is also coordinating the UIC 3GPP Task Force in charge of introducing FRMCS requirements into 3GPP standards (5G and Mission Critical Services).

Hendrik Holz

Hendrik Holz studied automation technology at the Humboldt University in Berlin. After holding various positions in the public telecommunications market, he joined Funkwerk in 2003. He has been responsible for product management since 2012. Here he has contributed to the standardisation of GSM-R and FRMCS in various committees. Since 2019, he has been in charge of sales for train radio equipment at Funkwerk Systems GmbH.

Ian Conlon

Head of Unit for the System Pillar at Europe’s Rail Joint Undertaking

Ian Conlon is the Head of Unit for the System Pillar at Europe’s Rail Joint Undertaking. Prior to this role, he has had over 15 years of experience in the transport sector. He worked as a policy advisor in the Rail Safety and Interoperability Unit in DG MOVE (European Commission). Before joining the European institutions, Mr Conlon worked at PwC, in the Infrastructure Finance team, leading commercial advice to the public and private sector, including two EUR 1bn rolling stock deals. Ian Conlon holds an PhD from the University of London, and an MA (Hons) from Cambridge University.

Jean-Michel Evanghelou

During his career, Jean-Michel Evanghelou held various positions of Director within Orange Group and joined afterwards Nortel Networks where he had different roles in the international business, serving as Vice-President for various telecom technologies and segments. He has been also serving as Director of the Railway Business Unit of Kapsch Group. Jean-Michel graduated as engineer from the Ecole Centrale of Paris.

Jorge Pereira

Principal Scientific Officer, Future Connectivity Systems, European Commission, DG CONNECT

Jorge Pereira obtained the Engineering and M.Sc. degrees in Electrical and Computer Engineering from Instituto Superior Técnico (IST), Lisbon, Portugal in 1983 and 1987, respectively, and a Ph.D. in Electrical Engineering-Systems from the University of Southern California (USC), Los Angeles, in 1993. Dr. Pereira has been with the European Commission since September 1996, becoming Principal Scientific Officer in 2005, dealing with ICT, covering a broad variety of areas, with a focus on networking, devices, applications and services, experimentation, testing and validation, as well as deployment. He is, since 2016, in the area of Future Connectivity Systems, focusing on 5G and beyond, where he is responsible for the areas of Advanced Spectrum Management; Optical-wireless Convergence; Private Networks; Connected and Automated Mobility (CAM); and Public Protection and Disaster Relief (PPDR).

Josef Doppelbauer

Executive Director, ERA

Dr. Josef DOPPELBAUER holds a degree and a Doctorate, both in Physics. He started his career in 1987 at the Alcatel Research Centre in Vienna, Austria. In 1997 he became Technical Director for Transport Automation Systems in Alcatel Austria. In 2001, he moved to Paris to become Chief Technical Officer for Alcatel Transport Automation Solutions. Dr. DOPPELBAUER joined Bombardier Transportation in December 2002, first working in the Rail Control Solutions division, where he held several positions in Engineering, Sales, and as President, based in Stockholm and Reading (UK). He has 25+ years of experience in key aspects of railway technology, including signaling and communications and control. Since the early 1990's, he has been involved with the development of the European Rail Transport Management System (ERTMS). Between 2012 and 2014, Dr. DOPPELBAUER was chairman of the European Rail Research Advisory Committee (ERRAC), the European technology platform of the rail sector. He also represented Bombardier Transportation in the Governing Board of SHIFT2RAIL. Since January 2015 Mr. DOPPELBAUER is the Executive Director of the European Union Agency for Railways in Valenciennes, France.

Juan Hernandez

Juan Hernández chairs the Control, Command and Signalling (CCS) Technical Specifications for Interoperability (TSI) Working Party at the European Union Agency for Railways (ERA). He holds a master’s degree on Telecommunication engineering by the UPM (Madrid). He has been involved in the European ERTMS workgroups for more than 15 years. Since 2017 he is in ERTMS Unit at ERA dealing with the recommendations for the revision of the CCS TSI and technical interoperability topics.

Keir Fitch

Mr Fitch is the former Deputy Head of Cabinet of Siim Kallas, Vice-President and Commissioner for Transport where Mr. Fitch is responsible for land transport, security and state aids, inter alia. He was also the coordinator of the White Paper of the Future of Transport. Mr Fitch studied mathematics and law at Cambridge, was a lawyer at Herbert Smith and then moved on to the UK civil service in 1993. He joined the European Commission's Legal Service in 1999. Before joining the cabinet of Mr. Kallas in 2004, he was a Member of Cabinet of Vice-President Kinnock, responsible for Administration.

Markus Myslivec

Markus Myslivec has a long history and vast experience in railway communications, ranging from software development for GSM-R mobile terminals to technical leadership in fixed line operational communication projects. He represents Frequentis within ETSI TC RT and the UNITEL committee of UNIFE. Within his company, Mr. Myslivec owns the technical strategy for the operational communication solutions within the business unit Public Transport. He is heavily engaged in inter-domain transfer of knowledge and technology as Frequentis provides communication and information systems for public transport, public safety, maritime and air traffic control domains.

Massimiliano Rizzato

MSc in Electrical and Telecom Engineering as background, with an MBA as specialization in management, started his career as software engineer in various industries, early focusing on mobile telecommunications. After two decades in several technical and management positions at MNOs and mobile vendors between Italy and Switzerland, entered the Railways world by taking the position of Head of Telecommunications Engineering and member of the Infrastructure Telecom Network Engineering Management Team at SBB, at the same time starting an early involvement in UIC as SBB delegate at UGFA Working Group. Later changed his focus in SBB to Standardization and at the same time succeeded to an SBB colleague as Chairman of the UIC Telecom On-Board Architecture Working Group. Currently member of the group responsible for Railway Communication system (GSM-R and FRMCS) within SBB Infrastructure Telecom on behalf of Swiss Federal Office of Transport, with focus on international railways telecom standardization processes. Member of the ETSI TC RT Group as SBB representative.

Michael Kloecker

Head of Railway Solution Management, Nokia

Michael Kloecker is working as Head of Solution Management Railway in the Nokia Railway Business Line and is responsible for strategic positioning of the current GSM-R solutions as well as for future evolution of the railway communication systems. In his role he closely interacts with the customers around the globe to identify requirements, analyses the market needs and strongly interacts with the product managers, sales as well as standardization organization. Additionally, he is representing Nokia in relevant international bodies as the European Union – Agency for Railways, UIC and the UNIFE/UNITEL committee, as well as conferences and fairs. He has been developed his knowledge on communication technologies starting with R&D activities in the early 90’ within Siemens, continuing with various roles in product and solution management for mobile networks. Since 2006 he focused on the railway segments. Michael holds a Master Degree in Computer Science and is currently based in Munich/Germany.

Philippe Citroën joined UNIFE in 2011 as Director General. He began his career as Transport Advisor at the French Permanent Representation to the EU and then became Member of the Cabinet of the French Transport Minister. In 1993 he became Manager and Chief of Staff at RATP Paris, and joined the SNCF as Strategy Director in 1999. Prior to assuming his position at UNIFE, he served for 8 years as CEO of Systra, one of the world’s leading public transport engineering companies. P. Citroën is a graduate of Paris II University in Public Law, holds a Diploma from the Paris Institute of Political Studies (Sciences Po) and also studied at the Ecole Nationale d'Administration (ENA), where he also lectured about Rail and Urban Transport. Philippe Citroën is the coordinator of the coalition Industry4Europe which gathers 156 industrial organisations.

Pierre Tane

Pierre Tane is Head of Digital Modelling at UIC and Chair of the Technical Committee for Railway Telecommunications (TC RT) of the European Telecommunications Standards Institute (ETSI). With his digital hat, he participates in the System Pillar and Innovation Pillar of Europe’s Rail Joint Undertaking (ERJU). With his telco hat, he supports the Future Railway Mobile Communication System (FRMCS) program on standardization within ETSI TC RT, on railway spectrum regulation within CEPT FM56 and on architecture. Before UIC, he held various positions in the telecommunications industry.

Richard Neussl

Responsible VP for Mission Critical Network in the DACH/CEE Region, Kontron Transportation

Richard Neussl is having more than 30 years of experience in international telecom projects. His background includes fixed and mobile network rollouts in the beginning, till taking the market responsibility as Managing Director for some countries in Eastern Europe. Since 2019 he is the responsible VP for Mission Critical Network in the DACH/CEE Region for Kontron Transportation. In this role, he is leading the sales activities and is responsible for overseeing the project implementation for his region. He is having a technical education and an MBA in Business Administration.

Sanne Stijve

Global Business Development Director, Ericsson

Sanne Stijve is Global Business Development Director for Ericsson’s Mission Critical Networks offerings, focusing on the public safety and rail segments. He was Program Director at the Swiss Federal Office for Civil Protection where he was responsible for the development and future implementation of Switzerland's nationwide mission critical mobile broadband LTE/5G network for public safety. Sanne Stijve has 24 years of experience working with 3GPP technologies from GSM to 5G in a variety of roles. He actively contributes to TCCA's task forces and working groups.

Thomas Châtelet

The European Union Agency for railways is the system authority for the European Railway Traffic Management System. Within the Railway Systems Unit of the Agency, Thomas Chatelet is in charge of the standardisation activities related to telecommunication, spectrum and cybersecurity, respectively in ETSI, ECC/CEPT, CEN/CENELEC and Shift²Rail. He is coordinating actions and initiatives relevant in the frame of the ERA Program “Evolution of Railway Radio”. Thomas is also Vice Chairman of the ETSI Technical Committee on Rail Telecommunication.

Thomas Henss

Thomas Henss began his career in 1997 in the mobile telecommunications industry and specialized in railway communication technologies from 2003 at Deutsche Bahn, including RF network optimization and Spectrum Management. With 20 years of experience in Railway Mobile Radio Networks (RMR) he chairs the UIC Group for Frequency Aspects (UGFA) from 2020. UGFA work on relevant RMR topics with the focus on the air interface, e.g. FRMCS migration scenarios and co-existence.

Vassiliki Nikolopoulou

Vassiliki Nikolopoulou is currently working for the UIC (International Union of Railways), involved in the H2020 project 5GRail, as a technical coordinator of a subgroup focused on the tests definition for the validation of FRMCS prototypes. She is also participating in the FRMCS and 3GPP SA1 specifications. Before joining UIC, she has been working several years as operations’ access engineer, performing design, configuration and being customer interface of railway operators worldwide for Nortel at the beginning and Kapsch companies, later. Vincent Durepaire

Vincent Durepaire is ANFR’s Head of Spectrum Innovation and European Affairs, where his responsibilities cover European regulatory matters as well as consistency of the radio regulatory framework throughout the various fora. He chairs WG FM, the leading group within CEPT for the development of regulatory frameworks (except public mobile networks). In the past, Vincent chaired FM56, the group dedicated to Railway Mobile Radio, and participated to various other groups.
